As part of the celebrations for Origins' second anniversary, this is a reward from the Activity Track or crafted from NPC Harry in the Welcome Lounge.

Part of the Jubilee of Colour campaign, players smashed presents in public rooms to find map fragments. Once a map was completed, an anniversary balloon was awarded and once opened, contained one of the classic rares in balloon form. Popping those balloons will award materials used to trade Harry for a players' desired balloon.
